Why is the extradition of Vijay Mallya not happening after all these efforts of the government?

Clearly, there are some things the government and the external affairs ministry are aware of and there are some issues that they are unaware of. In fact, the External Affairs Ministry confirmed to the Supreme Court of India to that effect.

Apparently, the extradition order on Vijay Mallya had not taken effect yet. The ministry told the court that there were a series of secret ongoing proceedings in the UK, which the Indian government was not privy to, and UK had refused to divulge necessary details.

It may be recollected that the UK Supreme Court has already cleared the extradition of Mallya to India. In fact, the UK Supreme Court had rejected Mallya's plea seeking review of the verdict that had held him guilty of contempt of court.

Mallya was pulled up by the UK Court after he was found to have transferred $40 million to his children in violation of the court order. Mallya had run away to the UK after facing money laundering charges for defrauding Indian banks for Rs.9000 crore.

Strangely, the British High Commissioner Sir Philip Barton refused to commit on any timeline for the extradition. He made a cryptic statement that many factors would go into a final verdict which he was not in a position to discuss. Clearly, the UK does not want to give up on somebody who is a UK citizen.
