Why has the ILO expressed concerns to the Modi Government over labour laws in India?

Mr. Guy Ryder, Director General of International Labour Organization (ILO), has expressed concern at the “unilateral suspension” of labour laws by various State governments in India in the midst of the pandemic. ILO has appealed to Prime Minister Modi to send a clear message to State governments to uphold India’s international commitments. Many trade unions had complained to the ILO against Ordinances passed by some state governments suspending labour laws. Trade unions have sent to the ILO, samples of ordinances of the Uttar Pradesh, Madhya Pradesh, Haryana, Uttarakhand and Rajasthan governments suspending labour laws. Ryder pointed out that the onus of maintaining basic International Labour Standards falls on the Central Government. The ILO chief also made a reference to the huge humanitarian crisis wherein millions of indigent migrant workers had to walk hundreds of kilometres to escape starvation.
