HPCL pushed has put off the completion at its South Eastern refinery in Visakhapatnam to the end of this year due to a labour shortage as well as the onset of monsoon. HPCL, how majority owned by ONGC, had planned to complete the Rs.20,928 crore expansion in July 2020. This would have helped double the capacity of Vizag plant to 300,000 bpd. However, many workers who returned home are yet to come back and monsoons may make it tough to execute construction work. Construction and mechanical work is usually held off during monsoon as a safety measure. HPCL is also building a naphtha isomerisation unit, and a hydrocracker as well as a power plant running on naphtha or natural gas.
