Major refiners like HPCL and IOCL have decided to cut crude imports by 50% due to the sharp fall in demand due to lockdown. Oil companies are falling back upon a force majeure clause wherein imports can be briefly suspended due to acts of God. Apart from vehicles going off the road, most flights have also been cancelled leading to limited demand for ATF. That means, even if the lockdown is lifted, refiners would first prefer to draw down inventories before importing crude. It would be better on your part to wait out the uncertainty and then take call on these refiner.
