This is a bill for the protection of frontline workers and healthcare workers. As seen during the coronavirus pandemic, many people have violently attacked health care professionals and workers. This bill was passed by Rajya Sabha on Saturday and seeks to bring a law that punishes the people who attack health workers or professionals/doctors fighting against the coronavirus pandemic or any other situation similar to this outbreak.

The bill seeks amendment to the Epidemic Diseases Act, 1897, and will replace the Epidemic Diseases (Amendment) Ordinance, 2020 which was promoted by the President in April 2020 to provide protection to healthcare service employees, their residence, and workplaces against any violence during the course of the pandemic. 

The draft regulation has a provision for up to five years of jail for those who attack doctors and health care workers. The purpose of the legislation is to make sure that there will be an attitude of zero violence tolerance towards healthcare professionals and personnel. 

Public and clinical healthcare service providers such as nurses, doctors, community health workers, paramedical workers, or any other person empowered under the act to take measures to prevent the outbreak of the disease or any other person declared by the state government. Penal provisions can be provoked if any damage is done to clinical establishments, quarantine, and isolation facilities of patients, mobile units, or any other property associated with healthcare personnel during the pandemic, penal provisions can be provoked.

The penalties under the Act can range from Rs 50,000 to Rs 200,000 or imprisonment for a term of three to five years on any person who is involved in the commission or abetment of such acts of violence.
