It is because the principles of management are formed in a way to provide a solution to all management problems so that they could be universally acceptable. It is the main nature of the principle of management that they could be applied to different situations accordingly and not just become a rule of thumb. It is not necessary that any circumstance arising in two different companies or places would be same because they may differ in nature, industry, region, products, etc. in that case, you need to apply a particular management principle based on the situation under two different cases rather than applying one principle rigidly.

For example, one of the principles of management is discipline but the way two different organizations will enforce it could differ substantially. We have two organizations, one deal in preparing food items and other deals in supplying food items. In the given case, the organization dealing with supply of food items shall have to make sure that employees work in the discipline and to do that it made rules that those delivering items later than 45 minutes shall be penalized. While, the other organization, ordered its staff that those not wearing caps, gloves, apron, etc. cannot enter the kitchen but there’s no punishment for the same. 

So, you can see that both the organizations applied discipline as one of the management principles, but it differs according to the situation and the nature of the work they are involved in.
