It is hard to really say what the outcome will be but this case could now drag on for much longer. The SEBI order entailed a 6-month cooling period before the NSE could go in for an IPO. Now NSE plans to appeal against the order and also against the quantum of penalty imposed. Most likely this will now go to the Securities Appellate Tribunal (SAT) and SEBI will also have the right appeal against it. For now it could mean that the NSE IPO may take longer as that would not be allowed till the time this issue is fully sorted out. Most of the large institutional investors of NSE had in fact requested NSE not to appeal against the SEBI order. Instead, they wanted NSE to pay the penalty and move on so that they would be able to plan the IPO at the end of 6 months. You will have to await the next steps from the NSE and SEBI now.
