If your income from all sources possible is above the minimum tax slab, then you are required to pay tax, irrespective of whether your employer deducted tax (Tax Deducted at Source) or not.

Hence, even if your company doesn’t give you a Form 16, you must file an income tax return and pay off the taxes that are due to you.
