There is nothing stopping you from investing in IPOs. Investing in IPOs is a personal investment choice and you can do the same irrespective of whether you are employed in the government or the private sector. However, there are two things you must remember here. In some government departments like the Enforcement Directorate, CBI etc, there are some basic requirements where you need to show the source of money for such investments. A declaration is good enough in most cases. Also, some government departments in sensitive segments or areas of national security have their own internal policies about investing in the share market. You can just check with the administration department about such issues before investing in the IPO.
