It is rather unfortunate that the tractor rally by farmers took a violent turn on Tuesday despite assurances from the farmers that the rally would be peaceful. This forced the police to fire tear gas shells and resort to lathi charge to quell the violence. Just a few days ahead of the Republic Day, government had offered to postpone the implementation of the bills.

However, the farmers were not happy with the proposal to merely postpone the implementation of the 3 Farm Bills by 18 months. In reality, the farmers were unwilling to accept anything short of total annulment of these three bills. The farmers also wanted a written guarantee that the MSP or minimum support price would continue.

However, government has already clarified that it will not retract on the farm bills, which were passed by both houses of parliament. They were open to a verbal guarantee but not to any written guarantee. The farm bills will allow private players to directly buy produce from farmers and also make the role of the APMC optional.

Farmers were apprehensive that such a move would eventually have led to the abolition of the system of minimum support prices or MSP. For the time being, the government is willing to give farmers a long rope on this front but are not willing to accept annulment of Farm Bills. It remains to be seen how long the agitation would continue.
